Vw t5 2.5 tdi 2009 California Air bag fault

I have this in with passenger air bag fault internal resistance too low which can't be bad connector as they only give high reading, code will not delete so I purchased used unit the old unit had 2.2-2.4 ohms replacement had different connector and 0 ohms so obviously no good to fit. I fitted resistor at air bag connection 2.7-3 ohms which allowed me to clear code but airbag light still on and same low resistance code reoccurs now I think problem must be inside airbag control module. my scan tool only reads too low in live data it does not specify the actual value I am guessing value not likely to be above 3 ohms but I dont actually know what correct resistance should be.
I was wondering if others had experienced this problem as module hardware or corrupt software issue speechlesssweatingcrying inlove
